"That seems like an extreme strategic liability.." And a smart leader would realize that. However... It isn't like they don't have any refining capability. But they import than a third of what they need. And it is subsidized to the point that it costs less than 40 cents a gallon. So any credible threat to their imports would cause an enormous amount of pain to the average Iranian. Threatening war means they will back their government even more. Squeezing their gasoline supply will mean they blame their government even more for their economic woes. There is a smart response and a dumb. Guess which one we are choosing?
