"foot voting"? Think capital voting with its feet!! Mobility of capital doesn;t take into consideration the guy in power.

Suffice that the guy in charge there is doing the right thing. Cpital moves only dedicated by risk.

People moving from a place to another, has nothing to do with the government there. It has to do with the type of information the foot voter has.

If he has a bus-driver who is making money in a given place he may get a couple of his brothers and rbing them along. Politics plays no role.

His brothers are not going to say: Well I sell my taxi here, get ebnough for the tickets, for a month rent and I thing I can start up.

Do you think they are interested in goverment? I doubt.
