Well, I do think your argument has merit, but I don't think it is the whole story. I think Americans wanting fuel efficiency is also a very large part of it.

Ultimately, I think we need to move to electric only vehicles. That is the simplest solution to this problem. Delivery infrastructure for ethanol or fuel-cell based vehicles is ultimately too large a problem to solve. But electric vehicles that can get 200-300 miles per charge are the easy way. Just plug it into your wall outlet in your garage at night and your done. For longer travels, like a cross-country jaunt, just plug it into your hotel room's wall socket at night and wake up to a fully recharged vehicle for the next day's driving. Eventually, they can put in quick charge stations in most gas stations for a modest sum.
