Elisa's 3G network has been HSDPA since April 2006, the Nokia Press release you were referring to, was about WCDMA test on 900 MHz band. The 900 MHz band is reserved for GSM use in Finland and no decision has been made about allowing it to be used for commercial WCDMA or HSDPA. Hence the word "can" instead of "will" in the press release.
