The NRDC is spinning today's court decision to imply it won a major battle, but this was just a skirmish. The court merely ruled that the EPA has the authority to regulate CO2, not that CO2 must be regulated.

The Bush admin will likely issue a policy decision that it has decided not to regulate CO2. However, a future president may decide to use the newly-established EPA authority to regulate CO2.

I understand the largest emitter of CO2 are the oceans. How is the court going to mandate that the EPA regulate that?
