The local population deserves to benefit from development, imo, and without that you are risking long-term stability as well. As long as whatever policy adopted is conducive to foreign investment, then I think that having a clearly-defined policy that is equitable and sustainable would be to everyone's benefit. It's the uncertainty that can really much things up, and is, I think, one of the reasons why Aurelian is not a lot higher now (different continent, but you get the idea).
