accruing royalties is, from NOK point of view, an argument that it is not intentionally infringing, coupled with its exhaustion and other challenges that it actually owes nothing. it's all calculated to put pressure on Qcom and create defenses that it owes nothing or at least it has accrued royalty payments so it should not be liable for intentional infringement in the event the nuclear defenses are rejected.
