I believe very few scientists really get it. The properties of water and how it interacts as a liquid, vapor and ice in and out of the air is extremely complex.

And scientists may have limited abilities to understand measurements and all the obvious examples of the massive impact of water vapor.

For example consider every person has stood in clear sunshine at mid day and also experienced near darkness because of a thick cloud cover. Human eyes have a large compensation dynamic range that may not appreciate that clouds can reflect 99.9999% of light.
