Lawsuits are a scare tactic and a form of censorship and personal terror. That cuts both ways though. Oftentimes, there is no action to resolve problems or disagreements without lawsuits or threats of lawsuits. Friend of mine had to threaten to sue a public bus company to have them pay for a fall caused by a driver who moved the bus as she was exiting that bus. She was not interested in making money off the accident (or negligence of the driver), she just wanted the company to pay for the medical bill. As it turned out, the company had to pay for her lawyer as well. len
