The worlds governments low balled it. They have their ways of getting the numbers fudged. Otherwise they would have been accused of "Alarmism". The world governments don't want any alarm, they find their jobs difficult enough as it is.

The last thing any government official wants is an alarm going off. Panic leads to fingers being pointed. Besides they are sensitive to being called fools by critics. Unlike scientists, they don't react very well when all the theories are found to be wrong. Scientists find it all exciting of course. Well, excepting a few old fuddy duddies who think they already know everything.
