Thats exactly it. The temp isn't the issue - its how wet it is and then it combines with wind. When I'm out west it amazes me the difference in how cold it feels compared to home. 15 degrees here can feel really cold. But out west its so dry that 15 degrees isn't that bad. I recall a day when it was 25 in Jackson and I walked around in a sweatshirt. To me it felt like 40 degrees. I love the west and if I move from Madison I will take a long look at possibly moving that way
