NOK seems to have declared that it has decided not to pay for a world wide license as QCOM has not filed for and obtained all its patents in all countries world wide.

I doubt that QCOM will be interested in selling anything other than a worldwide license. This would include places like Africa which have a primative legal system.

So is QCOM saying, "If you cash our check, you agree to our terms". It seems risky to accept payment for a license that doesn't exist -- which has neither been defined or contracted. I suppose this PR is intended to demonstrate that NOK agrees that it owes QCOM something -- possibly mitigate any tendancies for courts to award QCOM damages.
