IMO...

The Middle east is all about Sunni/Shiite control...

Iran is Shiite and trying mightily to gain a better foothold in the ME...and they know Iraq is the weak link in the armor preventing them from more overt moves on the Sunnis (Sunni countries).

Saudi Arabia, Jordan, Israel... few others, also know this and consider it to be an Iranian strategy(bringing down the US involvement in Iraq).......

This is also the core thinking behind Bush/Cheney not modifying or toning down their Iraqi involvement...

IOW it is no longer about Iraq per se it is about Control of the Middle East and the War to arrive at that conclusion.
