It was Clinton's tax hike in 1993, after discussions with Greenspan that set the stage for the surpluses.

Compared to the Republican Administrations over the last 25 years with their BORROW and SPEND philosophies, I and most Americans would like to go back to a time when the government was actually trying to PAY their bills.
