Rose, I have a Canadian son and I can't say I've noticed a shrug repertoire. I suppose the Canadian shrug, which I don't recall, perhaps because it's a more recent custom than our years there, is the physical equivalent of the American verbal "Whatever". "Whatever" is an irritating comment. I suppose the shrug results from overbearing government and powerlessness as a defence mechanism.
