Bushie oil companies control everything, starting with Cheney and Halliburton with his flunky Chalabi. They run the Iraqi oil ministry. There is a bill before the Iraqi "congress" that would give the big US oil companies virtual control over the fields in perpetuity. Bush-Cheney are trying to hoodwink poeople like you so you don't notice this. Selling oil to other countries in the meantime is just a way to make revenues as US oil tankers don't want to risk going to that region. If China pays more they will sell to China, but Cheney's cabal are the ones in charge. Bigger than any James Bond villain, Dick Cheney is. A very bad guy. And no friend of the consumers and taxpayers of the USA.
