These issues go to the heart of Qualcomm's business model, so there really isnt much chance that they will blink. Nokia has to assess the risk of Qualcomm eventually winning GSM royalties or treble damages versus how much they might win in a reduction to the royalty rate. I don't know. I guess it's a time honored tradition, as you said. NTSC, PAL and so on. I don't know if it would give European companies any particular advantage if they did. Don't know the IPR situation at all. Of course there are examples of the US setting standards as well, but it is far fewer.
