D, if she has no constitutional mechanism to have a separate foreign policy, then all Pelosi's trip can be is a fact-finding and discussion effort. So don't worry about it.

She can't declare herself as big as the president, ultra vires, casus belli. She has constitutional powers and that's it. Which are actually greater than the president's if congress agrees with her [or she agrees with them].
