A guy to a call in program this week made a claim that sounds plausible. He said that in the old Soviet Union, the amount of fuel and other supplies a city was allocated depended in part on a formula that included temperature. The colder a city was, the more fuel they got. This meant that there was a big incentive to exaggerate cold temperatures. After the breakup, no more subsidies and no more reason to fudge the temperatures. Surprise, there was a big warm up in Siberia after 1991.
