Are you serious.QCOM is on their own.BRCM,TI are American companies as well.
The rest of the world has accepted Ethernet,IP,TCP,Microsoft Office,Microsoft Windows..... as world standards.What non-american standard has been accepted in US as a standard?
If Cisco,Microsoft,Google,Intel would have been non American companies they wouldn't been world dominating.
If it's not American it's not accepted in the US.That was the prime reason why most american companies selected IS-95 and not GSM.The rest of the world looked at the facts.Which standard was more mature,had the volume advantage and the best looking mobiles.

When Microsoft and other companies are attacked in the European courts it is other American companies that are behind the complaints,like AMD,Real player.There are very few European competitors to these companies.So there are no protectionism behind it.

According to many Americans it's Ok for American courts to sue American companies for anti-trust reason but it's not Ok for other countries to do the same.
