Evaporation requires massive amount of energy. Moist air is less dense than dry air even at the same temperature. So moist air rises high in the atmosphere where it becomes ice. And when vapor becomes ice it's volume is reduced many thousand times lowering pressure making room for more rising less dense heat energy laden moist air. Vapor to ice gives up massive heat energy. And high up there is little atmosphere to stop any infrared radiation into space.

Also the perfectly white ice reflects back just about 100% of incoming solar energy back into space.

Hurricanes are the study of the most violent ranging of water to vapor to ice and the transfer of energy.
