What seems unstable about it? Business is the big driver, not religious ideology. You have 3% of the workforce who are Emiratis, and they are almost all in government, ruling over the lives of the other 97% of the workforce. Basically, Dubai has recreated the English colonial system but has imported the natives. This works fine as long as the natives are happy with it. But sometimes they decide to stop cooperating. If they ever do, Dubai has big problems.
