Not trying to be a smarta** but welcome to Vista. With a system that recent you should still be able to call Dell no charge and see what they say. Sound like a graphics driver problem which Vista is famous for already.

Just a shot in the dark...but try right click in taskbar -- left click on properties -- start menu tab -- select Classic Start menu

See if that makes any difference.
