so, we agree, that inventions will not stop just because they cannot be protected

The (modern) military is generally funded by the state and is not
a profit center (of course there are times when the military is a profit center but that is not it's prime purpose..) and the aims are not the same as private business..

no ... I think inventions won't stop but their development will slow....no reward.. no risk (or much less...)
