The idea of an emissions cap-and-trade system is to inject free market principals into environmental management. The USA's SO2 trading system under the 1990 Clean Air Act is cited as a successful example. See: en.wikipedia.org

The US pushed the idea for CO2 trading under the Kyoto Protocol, so I suppose you can blame iGore's people. Although the US SO2 system seems to be working, I think there are huge problems with scaling the concept up to a global carbon scheme.
