You stated it better than I did. While Bush & Co. bears direct responsibility for the war, the cost in American dead and injured, the enormous drain on the US Treasury and the enormous suffering imposed on the Iraqi people, Bush and Co. can't be held totally responsible for a suicide bomber killing and maiming hundreds of civilians.

An example of this logic would be 9/11. While different actions by Presidents Clinton and Bush, and indeed, better work by many federal agencies (including the FAA which could have required secure cockpit doors) might have prevented the 9/11 attacks, one can't accuse the President of murder for the lives lost as a result of the 9/11 attacks.

Is it a matter of time that Iraqi's chaos is inevitable and Bush just makes it sooner?
