Dennis: SRE already has pipelines into Mexico, already supplies gas to Baja power plants, already buys power from Mexican plants, already has Mexican approvals for LNG terminal and pipelines... not sure what RACE could stop at this point in the game... besides, since most of the dirty stuff is happening in Mexico, there is less public outrage (not saying there is zero, but a lot less -- I live here and read about it all the time) about the Baja terminal than any of the others that would be offshore large metro areas of SoCal.

Besides, we're talking about Baja, not England... SoCal has entitlement feelings toward Baja...

FWIW: as a SRE holder (as am I), you are probably aware of their pipeline construction that would move gas from Rockies to Ohio -- ironic in this context... the point being that here is a real mistake on the part of CA: that pipeline should come into SoCal where we have limited pipeline capacity for importing gas from GoM, back east (henry hub) and from NW and could really use domestic gas production (cheaper) right in our backyard (Rockies) instead of sending it back east where they have plenty of pipelines/supply choices...
