Can you say, "NO TENURE?"

That would be relatively easy to accomplish at state colleges. I'd think a law abolishing tenure from the legislature would do it. There might be an issue with revoking tenure that has already been granted to Perfessers, so might have to wait for them to die off.

More problematic with private colleges and universities. I'd think the Board of Trustees would have to take action to outlaw tenure. Not likely to happen.
