You need a war czar when the war has gone badly, and you need someone to blame it on. Rummy wasn't enough, it's STILL going badly, so, the chimp needs a new chump.

I think the Czar is supposed to prove that someone is actually doing something about the war instead of just twiddling their thumbs running out the clock and asking for more money.

I don't know what happened to the hoopla surrounding the surge but it sure seems to have died down to a whimper. Maybe that's the entire WH strategy these days. Keep as mum as possible and hope that no one is paying much attention.
