rkral--The NY law to which I referred has nothing to do with SEC regulations, which deal only with federal law. The Martin Act, a New York law that was adopted in an earlier anti-corruption effort, requires only that the questionable information led to a change in stock price; i.e., a manipulation of the stock price for personal gain (in this case, to bolster the share price of Nokia).
