Do you believe in the U.S. who speak softly, or the U.S who carries the big stick? Man is moved by his personal interest, not by benignity. A prgamatic country, like the U.S. has never ever prentended to be benign. Countries have no friends. Countries have only interests. There's no such a thing as beneignity once it comes to countries. Russia was benigin to its satellites. It was on their own interest to keep them satified. Marshall plan was not a bleeding heart act. Marshall Plan was a technocratic decision to create a market for U.S. products. Kennedy's "Alliance for the Progress" was device to create an environemtn where Castro would fail to raise LATAM as communist. If a country say
