Well, at the same time the capital gain tax on private homes goes from 20 to 30%. Assuming that the house prices next rise the government believes that makes up for it.

I dunno about Sweden, but in many European countries all taxes go to the central government. And then they send funds to the local governments. So they may not be dependent on property taxes.
