Small attacks like the Madrid and London transport bombings would accomplish little except shore up support for fighting the terrorists. The shocker would be a dirty bomb that delivers a severe hit on the global economy. Such a plot has high risks of unintended consequences, but an egomaniac like OBL might try it.

But I think the smart move is to keep the pot boiling in Iraq, with the goal of influencing a war-weary US to revert to a more isolationist or appeasement-oriented government. Then use that freedom of action to chip away at all the juicy targets in the new Islamic Caliphate.
