Making a patent application will show your hand and allow the competitors to start their R & D or at least head in a different direction

They'll start their R&D as soon as you start production, but without the patent protection. With a patent, Shell has a monopoly on profiting from the technology's use or licensing for 20 years. Then the technology is public.

The incentive for Shell and others is already there due to the current price of oil

Current is the key word. The price of oil changes. The revenues from a 20 year patent would be certain.
