alaska is hard to beat in so far as state tax policy and air purity are concerned, but gad ... the temperature ;0/ hk pollution is mostly from (i) across the border, and (ii) diesel auto (which are being phased out as far as buses and taxis are concerned) Lexus does not require annual inspection until 5 years old; should all the cars of hk get on the road at one time, i understand there would only be a few meters of space between each car on the highways.
