i read your link. check out page 22 that states that half of ca's 50% delta efficiency was climate, higher prices of electricity in ca, and mix of industries (just like i thought the factories that needed lots of electricity pulled up stakes and left ca). the other half of ca's efficiency page 22 states is due to energy efficiency policies, standards, and utility programs.

i am a bit dubious about the paper, because as i read along it read like a mutual love-in for their programs. when i read the footnotes cited, i thought even more of a mutual admiration society paper -- but i could be wrong.

that second link is a good one.
