Seems to me someone called Czar would have an opportunity to change that.

I concluded that the current Washington decision-making process lacks a linkage to a broader view of the region and how the parts fit together strategically.

The Iraq invasion has created a real and existential crisis for nearly all Middle Eastern countries and created divisions among our traditional European allies

Does this mean that Gen. Sheehan was against the invasion from the very beginning? Or, does he imply that the these problems evolved due to poor implementation? In the former case, he should never have been offered the job.
