What is your standard? My standard is that protecting civilians from military conflict is equally the job of both sides, and that it is as much a war crime to deliberately put a rocket launcher into someone's living room as to bomb civilians with no military necessity. Instead, Hizbullah and their UN enablers put the rocket launchers into living rooms, shoot the rockets at civilians in Haifa, and then condemn Israel for war crimes in responding to the rockets.
