Cheney definitely lied and hid 650,000 HAL options plus an ongoing multi six figure salary. In effect, Cheney is still an employe of Halliburton. He certainly has done their bidding too, over 10 billion in no-bid contracts. Talk about a huge conflict of interest. Corruption at it's most obvious.
