You can't be a Muslim and atheist at the same time.. Of course nothing stops some one from claiming to be a muslim while hiding the fact that they are atheist or agnostic.

But if they are openly atheist or agnostic, can't claim to be a muslim.

You can skirt and be loose with any number of things that Islam asks of you but basic to it is belief in a God.
