In the desert areas they now use water misting systems to lower the outdoor temperature instead of outdoor air-conditioning.

i have seen those misting systems at restaurant patios here in the summer. i wonder how effective they are when the RH is already 95%, though. in the dry desert air i imagine they work better. in the dry air, the water will evaporate quicker and cool the body, whereas in humid air it just stays on the skin and keeps you wet. i guess the misting systems also work by distributing colder-than-air mist to the skin, but if it doesn't evaporate then your skin will just be wet after a while, and i would think the effect is reduced. unless they refrigerate the misting water.

The state has addressed this problem in part with motivating rebates from the utilities and government. Although this is more common in the area of reduction in water use.

the Austin utility has many pro-conservation programs, like huge rebates for installing solar panels. but i think it's mostly implemented at the city level, which does not strike me as very efficient. probably more of a feel-good mechanism for people who buy the systems, and nice subsidy for all the companies who benefit.

by contrast, places like Japan and Germany, where the national energy policy is not totally dysfunctional, implement these programs at the national level to gain vast scale economies. no wonder they are so far ahead of us.
