Saying that it was a pragmatic, war time decision is quite different than saying the people who died deserved it.

One thing you can do is make war a very, very last resort for the civilized, and set an example for those that are less than civilized. War is the ultimate human pornography, regardless of which side you are on. Mankind (led partially by the US) had been making steady if stuttering progress in that regard since WWII.

George Bush has lowered the bar with his unilateral, elective, preemptive war policy. If you want to look for responsibility and culpability look at the leaders, not the victims.
