brumar, it was definitely, and is most like, by pattern of behaviour test, that national policy is what it was and is. if the usa is not theocracy, then why the 'in ___ we trust' especially when there is killing to be done? excuse me, but did not the great decider say that ___ told him what to do? or was that just theater? when officials are sworn in as such, before they get into positions where they can carry out killings, one of their two hands is raised and the other is placed on what?
