The Tibetans are hoping to help themselves to better things south of the border. Now you are understanding it. They are invading. Understandably, given where they are going from, same as Mexicans.

The USA isn't mistaking Mexican refugees for a Mexican war and neither will India mistake Tibetans fleeing as being a war against China. Which is not to say they won't stop the invasion.
