You don't need lobbyists to conduct foreign relations. You've heard of diplomats, yes? I'd like to see agreements occur in a forum that is non-commercial.

So the Israeli government could just absorb AIPAC, have a special Israeli government AIPAC fund where contributions go to AIPAC and only AIPAC, and what's the difference? AIPAC is now part of the Israeli government, and they do the exact same thing they did yesterday.
