I had this thought while reading your post of a farmer who sought to protect his chickens by reasoning with the local fox. Apologies if I seem overly cynical. I know I've got to do something about that. I'm working on it. I'm working on it. But tell me. Wasn't it the FCC that was largely responsible for getting us to this point where hearings are necessary, to begin with?
