When I lived in Sunnyvale CA, a local small video store went out of business and was replaced by an Asian run fresh market. I doubt they had a total of 1000sqft. It was opposite a Safeway, but had better produce and better prices. I shopped there for my fresh produce, then went to Safeway for the other goods I needed. A fresh produce store like that can be in any hole in the wall, PROVIDED customers will shop there. It did fine in Sunnyvale, because of all the healthy yuppies.

It has nothing to do with building permits, yadda yadda yadda. It has to do with what the locals would rather spend their money on. Any liquor store in any ghetto could be converted to a fresh produce stand, but guess which one will make more money? That is not the fault of any external conspiracy.
