While the Supreme Court action could have been done better, Bush won the electoral vote because he won Florida. He won Florida because he had the largest number of valid votes. Some Democrats wanted to 'divine the intent' of the large number of invalid votes - especially those with two punches, like Buchanan and Gore, etc. There is not room in the law to 'interpet' those votes, for obvious reasons. Gore lost because many of his supporters in Florida were and are too inept to vote correctly. Anyone with a an IQ above room temperature who has enough coordination to pick their nose can use a Votomatic punch, we have had them in California for years, and we have plenty of airheads. By the way, there were a number of Democratic efforts to reduce the votes from the active military. That has ser a bad president, since I expect the Republicans will want to reduce those votes now ;-)

There's a more important reason Gore lost to Bush : Gore did not run on his strongest point, the economy. The economy was a bit overheated, but it was the best economy that many Americans have ever experienced. Gore could have given speechs about how good the economy was, but that wasn't near the top of his agenda. Gore did not run on this, but pushed enough environmental messages that many people though he would screw up the eeconomy. Note that Gore did not carry his home state, or the county where grew up. How do you manage to do that ?
