We know how Milkin did it. He spent some time in prison for doing so.

Frank and I were discussing Milkin here earlier, Fred. I think his main problem was that he was too successful. He made a great target for Rudy Giuliani, the DA, who "made his bones," with the settlement he got to go away and not bother him anymore. There are two sides to the Milkin story. I am on the other.
