I wonder if there's some kind of coverup afoot. Maybe they didn't want bad publicity. Still, the campus is the size of a small town and it's absurd that someone didn't call 911 or, if they did, why that didn't alert the local cops.

They would have had to think it was a murder-suicide or a double suicide not to at least wonder where the heck the killer was. You'd think they'd be frightened enough for their own safety to at least go and call someone.

I can see 15-20 minutes of shocked indecision but I can't see 2 hours.

The REAL police should have been called immediately. I used to work for the University of Texas, right next to an office of the campus police and got to know several of them very well. Those guys and girls predicted "Reno 911" pretty closely! Some of the guys in particular were people who wouldn't have been allowed to be real police for psychological reasons.
